Two of the most critical barriers to people’s ability to change are deeply-rooted social traditions and heritage. These barriers are profoundly settled in the collective conscience of nations and peoples,to the extent of being perceived as holier than religions and higher than the laws of the land. There is no doubt that the issue of disability is one of the most critical issues directed by social heritage,tradition,customs and collective societal beliefs. These factors freeze its progress and halt any attempt to bring about related change and transformation. Upon reading and analyzing various legislative texts and provisions,as well as policy terms and different strategies,the report concludes that legislators and policy-makers in Jordan adopt a medical welfare angle when defining disability and Persons with Disabilities.
