This research study aims to investigate child labor in Irbid to provide a deep understanding of and knowledge about the socio-economic and cultural context of working children in Irbid. It also aims to propose intervention programs that maximize the effectiveness of the Family and Childhood Protection Society (FCPS);; an NGO in Irbid that works on issues related to children. Various study results have shown that children often work in dangerous and hazardous conditions where they are exposed to physical and psychological abuse;; in addition to exploitation in terms of minimal pay and long working hours. Both qualitative and quantitative methodologies were used to conduct the research presented in this report. In-depth interviews and questionnaires were used to collect data from all organizations working on child-related issues and from working children and their family members.

The report is based on the study designed to conduct a communications assessment of Aqaba Water Company;; one of the key water utilities in Jordan and to examine how its communications department collaborates with other areas of the organization. As part of the Public Action for Water;; Energy and Environment Project (PAP);; a public education and behavior change communication program developed to support USAID’s technical and policy investments in the Jordanian water and energy sectors;; the report finds that the effective communications can save the utility money by improving operations;; increasing efficiencies and reducing customer complaints. The report suggests that the strategic communications can be the key to a sustainable future for the kingdom during the times of critical resource constraints and presents some guiding principles and recommendations for the Aqaba Water Company’s communication efforts.

This report consists of eight chapters and aims to summarise the key concepts of human development. It introduces the Human Development Index;; provides an overview of Jordan's human development achievements;; examines the regional vulnerability context that has constrained Jordan's options in its pursuit of social and economic development;; provides a platform for the poor to express their views and perceptions in relation to their poverty status;; reviews the policies;; institutions and processes that affect the poor;; examines the government's attempts to stimulate entrepreneurialism;; promotes the application of a rights-based approach;; in which all citizen are equally empowered and have the capacity and the appropriate enabling environment that allows them to claim their entitlements according to law. Finally;; the study examines the various reform initiatives in progress and assesses the extent to which Jordan is committed to the process.

تهدف الدراسة إلى البحث في مدى انتشار العنف;; والاتجاهات والمفاهيم حول العنف في المحافظتين الأردنيتين الأكبر من حيث الكثافة السكانية: العاصمة (عمّان) والزرقاء. ولا يقتصر هذا التقرير على البحث في درجة انتشار العنف في هاتين المحافظتين وفي طبيعة العنف (بما يشمل العموامل الجسدية والنفسية والاقتصادية);; وإنما يحاول أيضاً تكوين فهم لأسباب هذا العنف من خلال تحديد القضايا المتشابكة التي تؤدي إليه وكيفية ارتباط هذه القضايا مع بعضها البعض.

This pilot study report was initiated by the European Training Foundation (ETF);; in close cooperation with the National Center for Human Resources Development (NCHRD) in Jordan;; in the framework of the ETF multiannual project Observatory Function Development in Jordan. The focus of this report is unemployment. However;; considering that unemployment information in itself should not be used or analysed in isolation from other indicators or data;; the report begins by providing an overview of the general labour market situation in Jordan. After the main data on employment by sector;; age;; gender and level of education are presented;; on the basis of the available information;; the specific cases of non-Jordanian employees and employment in the informal economy are highlighted as topics requiring special attention in the Jordanian labour market. In conclusion;; two groups of recommendations are proposed: (i) technical recommendations to main information providers for improving the quality of the information collected;; and (ii) a set of policy recommendations for tackling unemployment. These recommendations are intended to support policymakers in their commitment and willingness to adapt both the formal and informal education and training system and the whole labour market in Jordan.

This report explores the role of Small and Medium-Enterprises (SME);; as an agent for sustainable human development in Jordan. It analyzes SMEs and their contribution to human development using fours key central pillars of human development;; namely: economic growth that is equitable and pro-poor;; social progress;; participation and empowerment through micro finance;; and environmental sustainability. The report analyses the link between SMEs and empowerment or lack thereof;; with a specific focus on the two issues of employment;; as a tool for empowerment;; and the capacity of SMEs to enhance the position of women within the workforce and home. The report findings were based on extensive research;; a survey of 1;;500 firms and focus groups discussions conducted across the governorates of Jordan. The report proposed general recommendations in terms of institutional coordination;; exports;; cluster groups;; quality standard;; government monitoring;; tax law;; local development;; youth empowerment and the increase of minimum wage.
