The report is based on the study designed to conduct a communications assessment of Aqaba Water Company;; one of the key water utilities in Jordan and to examine how its communications department collaborates with other areas of the organization. As part of the Public Action for Water;; Energy and Environment Project (PAP);; a public education and behavior change communication program developed to support USAID’s technical and policy investments in the Jordanian water and energy sectors;; the report finds that the effective communications can save the utility money by improving operations;; increasing efficiencies and reducing customer complaints. The report suggests that the strategic communications can be the key to a sustainable future for the kingdom during the times of critical resource constraints and presents some guiding principles and recommendations for the Aqaba Water Company’s communication efforts.

This study sheds light on the status of legislative drafting in the Jordanian legal system. It explores both the parties entrusted with the drafting of legislation as well as the entities that aid the drafting. In addition;; the paper looks into legal problems that arise during implementation and the effects on the quality of the legislative product. The study adoptes a descriptive approach to identify and answer the research questions.

This report presents a compelling argument as to why realising the full potential of Arab women is an indispensable prerequisite for development in all Arab states. It argues persuasively that the long hoped-for Arab “renaissance” cannot and will not be accomplished unless the obstacles preventing women from enjoying their human rights and contributing more fully to development are eliminated and replaced with greater access to the “tools” of development;; including education and healthcare. By placing Arab women firmly in the centre of social;; cultural;; economic and political development in the entire region;; the Report goes beyond arguing that half the population deserves half the participation. In fact;; it asserts that irrespective of the numbers;; Arab women have already accomplished great strides that are transforming the region’s political economy and social demography. While lauding these achievements and making a strong case for facilitating this strong current of positive social transformation;; the Report also analyses the remaining impediments;; and suggests concrete steps towards their elimination.

This national report is designed to trace the progress of women in various fields;; monitoring achievements;; and highlighting gaps and failures;; as well as analyzing indicators;; recommending measures;; and measuring levels of achievements in the implementation of plans and strategies. The main themes were selected according to national priorities dictated by each stage: Legal Protection for Women's Right to Access Justice;; Participation;; the Economic Empowerment of Jordanian Women;; Equality;; Citizenship and Decision-Making in Public Life. The conclusions of this report confirm that a much smaller effort was exerted at the level of providing information;; data and the provision of services in the area of providing justice and facilitating ways of achieving it. The lack of knowledge about available services among women;; whether provided by civil society organizations or government institutions;; affects women's ability to access justice negatively. Regarding the economic participation the Policies and plans that targeted empowering women economically show that the result of these policies was weak and limited. Difficulty of women’s access to job opportunities in the private sector and inequitable pay between the sexes;; lack of supporting services to working women;; including childcare Facilities;; poor matching between education outputs and skills required in the labor market and the traditional social standards that contribute to directing females towards certain professions. The report proposed general recommendations and directions that include quick solutions to deal with the main highlighted challenges.
