This paper examines issues concerning the state's financial contribution to political parties. It argues that the weakness of parties' financial resources limits their ability to engage in political activities and elections. The purpose of this paper is thus to provide a number of options and recommendation to help decision makers form the state's system for financing political parties. It aims to provide suitable financial support for each political party;; encourage the development of political parties in Jordan;; raise the political efficiency of political parties;; develop their organizational structures;; and motivate parties to participate in political life at national and local levels. This paper analyzes the positives and negatives of four financing options and;; based on this analysis;; presents a suggested system to assist decision makers as they design the state's financing mechanism for political parties.

Jobs are crucial for individual well-being. They provide a livelihood and;; equally important;; a sense of dignity. They are also crucial for collective well-being and economic growth. However;; the rules and the incentives that govern labor markets in MENA countries have led to inefficient and inequitable outcomes on the personal and collective standpoint. Several underlying distortions prevent a more productive use of human capital and have led to a widespread sense of unfairness and exclusion;; of which the Arab Spring was a powerful expression.

The report aims to understand the outlook of Jordanians;; the key determinants of behavioral change in search for “drivers” that can be used in programs promoting conservation of water or energy and reduction of solid waste. This research was conducted as part of the Public Action for Water;; Energy and Environment Project (PAP);; which aims to encourage water and energy conservation and to support behavior change towards more conservation and efficient practices both at the household level and in the commercial;; industrial and civil society arenas using social marketing behavioral methods. It is based on the qualitative research that focuses on identifying people’s motivations;; needs and desires to help formulating social marketing programs and developing adaptive capacity in individuals and groups. Some of the key questions of the qualitative research include “What are the current coping behaviors and attitudes (psychological;; social;; etc …) of the Jordanian public (disaggregated by gender;; age;; geography and income) in the face of limited water availability and high prices for energy?;; What anticipated consequences may the Government face if stricter scenarios were imposed on water and energy? The report recommends the Ministry of Education to cooperate and introduce regular classes that focus on showing youth the direct impact of water;; energy and environment on their lives and raise awareness and consciousness of children regarding their role in the environment and influence it in a positive way.

يستند مضمون هذا التقرير المتعلق بالأردن إلى حد كبير إلى زيارة بحثية قامت بها منظمة العفو الدولية إلى البلاد في يونيو/حزيران 2013. وقد التقى وفد المنظمة بممثلي السلطات الأردنية ووكالات الأمم المتحدة والوكالات الإنسانية الدولية والمنظمات غير الحكومية والجمعيات الخيرية;; فضلاً عن أكثر من 150 لاجئاً من سوريا في مجتمعات اللجوء والمجتمعات المضيفة. ونشرت منظمة العفو الدولية هذا التقرير بهدف لفت الانتباه إلى الصعوبات التي يواجهها الفارون من سوريا طلباً للسلامة. وفي الوقت الذي يركز فيه التقرير بشكل رئييس على الأوضاع في الأردن;; فإنه يتضمن تحديثا للمعلومات التي كانت المنظمة قد نشرتها في السابق بشأن التحديات التي يواجهها اللالجئون من سوريا في البلدان المجاورة. وقد أمعنت منظمة العفو الدولية النظر في التحديات التي يواجهها اللاجئون في الأردن;; ولا سيما أولئك الذين يقطنون في مخيم الزعتري;; وهو أضخم مخيمات اللاجئين من سوريا في الأردن. وأجرت المنظمة تحقيقاً حول معاناة اللاجئين;; ليس من ظروف المعيشة القاسية في الصحراء فحسب;; وإنما أيضاً من ارتفاع معدلات الجريمة وغيرها من المخاوف الأمنية.

This report was compiled from the findings and case studies presented at a workshop held on 5-6 December 2004;; in Cairo Egypt. This report contains an overview on global trends and regional analyses;; implementing legislated quotas for women;; quota adopted by political parties;; methods on enhance women’s participation;; and the role of the international community and international instruments. The international IDEA had convened a series of regional workshops to gather qualitative data. The report also has 6 case studies about women’s participation and quota include comparative experiences with quotas;; address the culture challenges to women’s representation in the Arab world;; and point the opportunities that could be seized in order to meet those challenges.
