استند هذا التقرير على بيانات مسح العمالة والبطالة الذي تنفذه دائرة الاحصاءات العامة في كل عام على أربع جولات. وصمت عينة المسح بأسلوب المعاينة الطبقية العنقودية من مرحلتين;; وبلغ حجم العينة الكلي للجولات الاربع لهذا المسح 52544 أسرة. ويهدف هذا المسح إلى التعرف على الخصائص المختلفة للمشتغلين والمتعطلين. وتبرز أهمية هذا التقرير من مجموعة المؤشرات التي يوفرها على شكل نسب مئوية وأرقام وجداول تفصيلية واشكال بيانية لأبراز الخصائص المختلفة للمتعطلين الأردنيين كالعمر والجنس والمستوى التعليمي والمهنة والحالة العملية ومدة التعطل.

The report aims to address the particular needs and cultural dynamics of Syrian refugees residing in Jordan;; especially with regards gender-based violence and child protection issues. It presents a comprehensive range of perspectives from urban Syrian refugees and local Jordanian decision makers in government;; community-based organizations and the religious and education sectors. The assessment of this report is based on data collected through three methodologies including questionnaire survey to refugees outside the Za’atari refugee camp;; focus group discussions in regions across Jordan and in-depth interviews. Key findings of the report are 1. The rates of early marriage are high;; 2. A significant percentage of children contribute to the household’s income and 3. Restrictions on women and girls’ mobility constrain their participation in social and economic activities and access to basic services. The report recommends measures to prevent acts of sexual exploitation and abuse and ensure the needs of the most vulnerable members of the Syrian refugee population in the cities.

هذا التقرير يرصد الانجازات التي حققها الأردن فيما يتعلق بمتابعة منهاج عمل بيجن خلال الفترة (4004-2009);; ومتابعة وتقييم سير البرامج والمشاريع التي تطبقها اللجنة الوطنية الأردنية لشؤون المرأة الأردنية;; ودراسة الصعوبات والمشاكل التي تواجه تنفيذ البرامج المختلفة;; والعمل على ايجاد الحلول الناجعة لها. وكانت المنهجية المتبعة معتمدة على مراجعة للأدبيات السابية ومراجعة للتشريعات;; اضافة إلى الاعتماد على نتائج المسوحات والاحصاءات الصادرة والمنشورة من قبل دائرة الاحصاءات العامة;; وذلك الى جانب بناء استمارة لحصر البيانات والمعلومات المتعلقة بالمرأة والنوع الاجتماعي في القطااع الرسمي. وكانت ابرز المواضيع المطروحة في التقرير: المرأة;; الفقر;; الصحة;; العنف;; الاقتصاد;; الاعلام;; البيئة;; الطفلة الأنثى;; الحقوق;; حقوق المراة;; والنزاعات المسلحة.

The country profile component of the Manara project is a rigorous and exhaustive report on the status of the implementation of the Convention on the Rights of the Child. It aims to be a resource for identifying gaps and challenges on the status of the implementation of the Convention;; to highlight the recommendations of the Committee on the Rights of the Child on specific matters;; and to identify commendable practices implemented by the State;; civil society and the international community in addressing these issues. The information was collected by exhaustive literature review and followed by field research involving a series of interviews with identified stakeholders;; government ministries and institutions;; local and INGOs;; academics;; unions and professional associations;; media;; religious authorities and United Nations agencies were contacted and interviewed. The structure of the study is based on the following themes: human rights;; children’s rights;; child labor and violence against children

يهدف هذا التقرير الى تحليل الانجازات التي تحققت للأطفال في الأردن. ويتضمن التقرير معلومات وإحصاءات عن صحة الأطفال والتعليم والمشاركة بالإضافة إلى حماية الطفل. ويشير أيضا الى ما يجب القيام به ويبين ما هي الفجوات. وكان أبرز ما خلص إليه التقرير أن الصحة العامة والصحة الإنجابية ليست موجهة بشكل كاف لاحتياجات المراهقين;; وكما أن التوعية الصحية متدنية بين الفتيات والذكور;; اضافة الى محدودية فرص الحصول على المعلومات والتثقيف حول نمط الحياة الصحي. وأن خدمات رعاية الطفولة تتويسع ببطء مع زيادة الوعي. والاشارة الى نسبة التسرب وعمالة الاطفال;; وشعور الشباب والنساء بخيارات المشاركة المتاحة. وبين التقرير أنه لأطفال اللاجئين الفلسطينيين الحق في الوصول إلى كافة الخدمات. واعتبار أن الفقر وسوء الأحوال الصحية ونقص التعليم;; جميعها عوامل تحرم الأطفال من كرامتهم;; وتهدد حياتهم وتقضي على آمالهم. وكما يقدم التقرير توصيات بشأن ما يجب القيام به لزيادة تحسين حالة الأطفال في الأردن.

This pilot study report was initiated by the European Training Foundation (ETF);; in close cooperation with the National Center for Human Resources Development (NCHRD) in Jordan;; in the framework of the ETF multiannual project Observatory Function Development in Jordan. The focus of this report is unemployment. However;; considering that unemployment information in itself should not be used or analysed in isolation from other indicators or data;; the report begins by providing an overview of the general labour market situation in Jordan. After the main data on employment by sector;; age;; gender and level of education are presented;; on the basis of the available information;; the specific cases of non-Jordanian employees and employment in the informal economy are highlighted as topics requiring special attention in the Jordanian labour market. In conclusion;; two groups of recommendations are proposed: (i) technical recommendations to main information providers for improving the quality of the information collected;; and (ii) a set of policy recommendations for tackling unemployment. These recommendations are intended to support policymakers in their commitment and willingness to adapt both the formal and informal education and training system and the whole labour market in Jordan.
