This report serves to summarize the Second Regional Civil Society Seminar on Mechanisms for Regional Dialogue. The seminar maintained a primary focus on moving from 1) establishing and upholding an open and exploratory dialogue between civil society and EU institutions on how best to facilitate regional dialogue,to 2) beginning an operational phase of testing and adjusting various ideas put forward. The report summarizes the seminar-based discussion of this core issue,and identifies three key themes: mobility,inequalities,and shrinking spaces for civil society. In addition,includes an Annex that features the reports of two working groups: Thematic Communities,Thematic Meetings,and Dialogue Formats; and On-Line Communications Platform,Leraning,Skills Development and Trust Building,and Media.
