This training manual is part of the project “Empowering and Enhancing Civil
Society Organizations in Jordan through Strengthening Institutional and Technical
Capacities and Advocacy to Improve Coordination for Sustainable Development
(EMPOWER Jordan),” implemented in partnership with the Technical Cooperation and
Development Agency in Jordan (ACTED) and funded by a generous grant from the
European Union. The project aims to empower 21 civil society organizations and an
additional 42 CSOs in Jordan to become active institutions committed to protecting
human rights and promoting sustainable development through the development
of their institutional structures and technical capacities. Moreover, the training will
reinforce project interventions related to coordination mechanisms among civil
society organizations by enhancing cooperation and dialogue between CSOs and
other key stakeholders to advance policy reforms concerning human rights and
sustainable development issues.
In light of the legislative and institutional developments currently taking place in
Jordan, there is an increasing need to strengthen the legal knowledge of civil society
organizations to ensure their operation within a clear and effective legal framework.
This will enable them to fulfill their roles responsibly and sustainably in development,
accountability, and advocacy. This training manual was developed in response to an
urgent need within the civil sector to understand the legal framework governing
the work of civil society organizations in Jordan, including aspects related to
establishment, management, dissolution, funding, governance, and compliance with
relevant laws and regulations. Prepared by the Information and Research Center – King
Hussein Foundation, this manual aims to build the capacities of personnel working
in civil society organizations to understand the legal aspects shaping their work,
address challenges related to the regulatory environment, and promote institutional
transparency and accountability. The manual emphasizes providing training content
that balances legal simplification with practical application and includes detailed
explanations of relevant legislation.
