Despite the Act's approval, repeated provisions of earlier legislation have not offered tangible greater protection for children. The consequences for breaking the law are minimal, with small fines that are insufficient to punish the seriousness of the crimes. The law's first effective implementation revealed significant flaws, including inadequate mechanisms to deter repeat offenses. Overall, the law has failed to properly protect children's rights.
