The UNESCO 213 Annual Report discusses the decisive shift for UNESCO,when the organization set a new strategic course at the 37th session of the General Conference,with a sharper focus as a key agency for ‘soft power’ within the United Nations System. Despite difficulties and while pursuing deep reform,UNESCO has worked to shape new directions for education,to shift from access to the quality and equity of learning,especially for girls and women,as well as education for global citizenship. UNESCO continues to work with governments across the world – including in emergency situations – to accelerate progress towards the “Education for All” objectives,and they seek to strengthen the links between the scientific research community and policy-makers. In this report,UNESCO has highlighted the need to understand environmental change not only as a scientific and technical issue,but as a social and human issue. This report also highlights UNESCO’s work for the protection of freedom of expression and the media,also discussing their policy of open access publishing in order to allow for the free distribution of documents and reports.
